When a non-administrator adds a computer to the domain, that user become the Implicit Owner. The default setting in a domain allows any user to join up to 10 computers to the domain. A series of event IDs are added to the Directory Services log that record the audit step as well as errors if Enforcement mode is selected. With the April update, the Disable mode will be removed and if Audit mode has not been set, the default mode will be switched to Enforcement.

There is an option to manually download updates if you click on the link below the error window. I would open group policy management plug-in and check that object to see what group policy or policies are being enforced.

I urge you to install the necessary security updates on Windows Server installations, running as Active Directory Domain Controllers, in a test environment as soon as possible, assess the risk and possible impact on your production environment and then, roll out this update to Windows Server installations, running as Active Directory Domain Controllers, in the production environment.
