Users must manually change the time zone to kick DST into effect. In a notice posted late last night to the DST technical chat that Microsoft operates -- and saved to a support blog -- the company outlined the bug. The entry also included a script that IT administrators could run to automate the time zone changes process. Windows -- which is now in what Microsoft calls Extended Support -- may be particularly troublesome. Windows may not update to DST properly, even after applying the hot fix and changing the time zone manually or with the script.

You will need to install the latest patches for Outlook as well — it too has its own DST issues. If you are noticing that you are still an hour off after clicking this…it means your computer still needs to be patched. If your computer is already patched…it might mean your computer is joined to a domain, and the domain controller needs to be patched.
Keep in mind that only Windows machines need our patch. The rest should automatically get it from MS. Either way…something along the line has a DST issue. I would look in the direction of the time server.
